Kaplan and Barnett don't exactly see eye to eye. We know what Kaplan thinks of South Korea and its appeasement, and TPM Barnett has actually advocated assassinating Kim Jong Il, so doubt Kaplan or Barnett would agree with your contortion of their theories. While I'm not a big fan of all of those core/gap theories, it's obvious that Kim Jong Il is having no part of the core, no matter how much you pay him.

As usual, Kaplan is predicting the coming anarchy of NK. The solution to this problem is Thomas Barnett's idea of helping the Gap countries, like NK, make the transition into a New Core country, like SK. The Sunshine Policy is part of that solution.

Joshua, you hit it all right on the head what needs to be done. The SK leadership needs to make a decision of if they really want a unified democratic Korean peninsula, instead of playing the game of always publicly saying they want unification but implementing policies that say otherwise.

The US government should really hold the SK government's feet to the fire over this policy decision so the military can accurately start planning for a unified Korea. If the SK government doesn't want a unified Korea, which very well may be true, then the US will need to adjust it's policy accordingly.

The bottom line is that the SK government needs to make up their minds and with the current long over due debate going on over the future of the US-ROK alliance in Korea due to the operational control issue, now may be a great time to bring this issue up while policy makers are focused on the future of the US-ROK alliance.
