He will "negotiate" not to do so and wants to continue receiving handouts, but one shouldn't be fooled by any agreement of this nature he would make. I don't think there's any question that the only way to deal with him is by force, either by supporting a coup d'etat (unlikely) or war. Too bad our only reliable ally there is Japan.
