[...] For reasons that aren’t completely clear to me, Bush has paused, for now, the granting of unconditional concessions, most significantly on de-listing North Korea as a state sponsor of terrorism. Maybe he’s finally come to his senses, but my best guess is that he’s run out of political capital. The key causes of that political bankruptcy were (a) the delayed revelations about the al-Kibar reactor and North Korea’s role in it, (b) the “Singapore Surrender” in which Hill and Rice agreed not to press for answers on uranium, proliferation, or actual nuclear weapons, and (c) what seemed very much like the imminent removal of North Korea from the list of state sponsors of terrorism and the lifting of other key sanctions, as early as yesterday. Now the administration says that’s not going to happen … yet:    “Our requirement for moving forward on delisting is a rigorous verification regime and a verification protocol, and until we get there I think we’ve been clear that delisting can’t go forward,” said White House spokesman Tony Fratto. [AFP] “At this point it is reasonable to say that [August 11th] probably will come and go without that happening,'’ Dennis Wilder, the National Security Council director for Asia, told reporters in Beijing today. “We are in discussions with the North. We continue to try to work with them on this question of a robust verification regime.'’ [….] [...]

[...] James Rosen of Fox News has written the single most detailed and best-written criticism of Chris Hill’s Disagreed Framework I have yet read, and that certainly includes anything I’ve written.  Rosen’s detailed narration of Hill’s many public reassurances that he would accept nothing less than a “complete and correct” North Korean declaration is devastating. I had wished for the time to write something like it myself, and that is now done for me. [...]

[...] For all the failings of his accord with Kim Jong Il, Bush has made remarkable progress in unwittingly brokering an accord between a liberal Democratic presidential nominee, the House’s most conservative Republicans, and the Republican presidential nominee. To various degrees, all have noted the inadequacy of Kim’s declaration and declared their opposition to de-listing North Korea as a state sponsor of terror unless it permits verfication. (Which it won’t, of course): This is a step forward, and there will be many more steps to take in the days ahead. Critical questions remain unanswered. We still have not verified the accuracy of the North Korean declaration. We must confirm the full extent of North Korea’s past plutonium production. We must also confirm its uranium enrichment activities, and get answers to disturbing questions about its proliferation activities with other countries, including Syria. [...]

To paraphrase rapper Kanye West: "George Bush doesn't care about One Free Korea". Today's action was a cynical attempt by Bush to acquire some "diplomatic" street cred as he prepares to bomb the hell out of the only remaining member of the Axis of Evil: Iran. It's no coincidence that the House votes next week on the Iran War Resolution Bill (Resolution 362).

[...] If dropping North Korea from the State Sponsors of Terrorism List according to President Bush is “largely symbolic” then so is North Korea’s nuclear declaration that is months late and totally incomplete because here is what is not in the declaration: The number of bombs in storage, or information about what’s going to happen to them. The North proved it could build a working nuclear bomb when it carried out an underground nuclear test blast in October 2006. Details on the bombs, however, will be left to the next stage of the talks, when Pyongyang is supposed to abandon all its nuclear weapons program. [...]

What is even more depressing is that ---- the same people can't give credit for advancements in Iraq.

I don't mean to play the Iraq card here - as if it is petty politics.

I think it does mean something: that they can find a way to give kudos to a president they hate (Bush) over the new North Korea policy, but they can't give credit for gains in Iraq...

Somewhere in here is also the talk of possibly military action in Burma and that African country whose name I can't come close to spelling at the moment...

You give Bush Hans-Blix points for helping North Korea survive for little to no reform --- ignoring the Syria connection and other things ---- because you are being Hans-Blix-like.

But military progress, and political gains in Iraq backed by military strength --- can at best be ignored - if you can no longer deny it.

The world is often pathetic...

I am not at all impressed with the developments. All over some other message boards, pundits seem to be praising the event without one iota of clue if what the hell is really going on.

"Hurray! Bush did it!!!11elevety"

What a disaster.

President Bush's new policy is far worse than President Clinton's if only due to the amount of time and information we've collected since then.

President Clinton was handling things early in the post-Cold War period. North Korea was not visibly as weak as we know it to be today. The US hand is stronger. And Bush's crew want to pretend we are weaker...

I still say it must be because they are trying to avoid having to deal with North Korea collapsing...
