Too much of the time concerning Washington , including in the media and the think-tanks, criticism is more political than policy - more concerned about what party is in power than what the policy offered actually says.

But, with Hill and his work on NK policy, the criticism dates back to its start in the Bush administration.  People who watch Korea rolled their eyes when they heard Hill told Rice to just send him over and let him deal with Pyongyang, and they complained about the measures Hill took to &quot;win NK over&quot; like ending the banking sanctions that showed real promise that they were working, and so on...

This isn&#039;t just people rising up to thwart an Obama appointee.

This is attacking what many called a wrong-headed approach from the start - and which has proven unsuccessful despite the fact that the Bush administration gave it a try.</description>
