Unlike Ms Ahn or Dr Cumings, Mr Harrison tacitly acknowledges as much in what he says: That reform would be a good thing is a very quiet nod to how bad he suspects things are for many people up there. And if we can just make them not fear us anymore, these scared little feral Jucheites will come around. We need to just stop scaring them.</description>
